What kind of changes do you have in mind, or would you from the game? We'll definitely be working on it in a future update. That being said, I don't think the system as it works now is a good design but considering how critical the system is to the game, it requires proper deliberation and careful testing. Massilia and Lugdunum's whole challenge comes from difficult access to farmland, so making food transport easy would trivialize some challenges. It's easy to make gameplay changes that would trivialize the problem (say, produce food 4 times slower, but have farms send 4 cartloads - making sure you don't waste production by granaries being too far) - but much of the game's challenge is balanced around food being difficult to move around. Figuring out the "best" way to distribute food algoritmically is hard. The fix on the delivery AI level is complicated on the programming level and computational-wise. However, the definite fix is a much harder thing. There are already a couple of options in game that can help making distribution feel more natural. Food distribution is the area that most people have an issue with in Caesar 3, and much of the gameplay is focused on playing around it, and we're aware of it.
